The Security Contracts Guiding Principles are for use by owners and operators of crowded places across the sector. They apply equally to all levels of Government, no matter the size or location. Owners and operators should consider these principles when:
- preparing tenders to bid for security contracts
- preparing invitations to security contracts and
- awarding and administering contracts.
The Security Contracts Guiding Principles aim to provide a best practice guide to support the Crowded Places Strategy. They recognise the important role that security personnel perform to protect Australia’s crowded places from terrorism.
Checklist
The Security Contracts Guiding Principles contains a checklist that presents a range of guiding principles. These principles may be relevant to the:
- type
- size and
- risk profile of your crowded place.
It also illustrates any gaps you may have in your current security contract arrangements.
The owner/operator of the crowded place is ultimately responsible for a safe environment and is responsible for all risk management. The owner/operator cannot transfer risk management and ownership to a contractor. Using these guidelines owners/operators can provide stringent safeguards that mitigate risk.
